Download the source, then "tar zxvf filename" the file, change the new directory, then type "make".Make sure you read the README included in the distribution.
Back up your passwd/shadow/group files before running. (Just in case). I use this daily for managing a 200+ user system, and have had no mishaps yet.
Note: If your shadow/passwd/group files are in a non-standard location, edit the main.h file, and change their locations.
