PSC 304:  The Legislative Process

The founders expected Congress to be the one, truly representative branch of government and, therefore, the focus in this class will be on the nature of representation in congressional behavior.  We will be asking such questions as: What is “good” representation?  What are the incentives for legislators to represent their constituents accurately?  What are the incentives for the representation of other, non-geographic groups (e.g., economic interest groups)?  How does the organization of Congress influence the level of representation that we receive from legislators?
